  9328.“扰乱众民”表一切虚假的惊惶。这从“扰乱”和“民”的含义清楚可知:“扰乱”是指惊惶,如下文所述;“民”是指那些处于真理的人,因而抽象来说,是指真理,在反面意义上是指虚假(125912602928329535816232节)。“扰乱”表示惊惶的原因是,那些惊惶的人在内心和思想上陷入如此的混乱,以致他们发了疯,并自愿冲进毁灭之中。这种惊惶就由“扰乱”来表示,这一点明显可见于撒迦利亚书:
  那日,与耶路撒冷争战的人当中必有来自耶和华的大扰乱。他们各人必都揪住同伴的手,他的手必举起攻击同伴的手。(撒迦利亚书14:1213
  “与耶路撒冷争战”表示与教会争战,因而与构成教会的信之真理和良善争战;“大扰乱”表示惊惶,直至疯狂,这是显而易见的。摩西五经:

9328. And I will trouble all the people. That this signifies the dismay of all falsities, is evident from the signification of "troubling," as being dismay (of which below); and from the signification of "the people," as being those who are in truths, thus, speaking abstractedly, truths, and in the opposite sense falsities (n. 1259, 1260, 2928, 3295, 3581, 6232). The reason why "troubling" signifies dismay, is that those who are in dismay are so troubled in mind and heart that they become insane, and of themselves rush into destruction. That such dismay is signified by "troubling," is evident in Zechariah:

In that day there shall be a great troubling from Jehovah among those who fight against Jerusalem; and they shall lay hold every one of the hand of his companion, and his hand shall rise up upon the hand of his companion (Zech. 14:13);

"to fight against Jerusalem" denotes against the church, thus against the truths and goods of faith that make the church; that the "great troubling" denotes dismay even to insanity, is evident. In Moses:

Jehovah thy God shall give up the nations before thee, and shall trouble them with a very great troubling, until they be destroyed (Deut. 7:23);

"a great troubling" denotes dismay.

9328. 'And throw into confusion all the people' means the dismay of all falsities. This is clear from the meaning of 'throwing into confusion' as dismay, dealt with below; and from the meaning of 'the people' as those guided by truths, thus in the abstract sense as truths themselves, and in the contrary sense as falsities, dealt with in 1259, 1260, 2928, 3295, 3581, 6232. The reason why 'throwing into confusion' means dismay is that those who are dismayed are thrown in heart and mind into such confusion that they are mad and charge of their own accord into destruction. The fact that such dismay is meant by 'throwing into confusion' is evident in Zechariah,

On that day there will be great confusion from Jehovah among those who fight against Jerusalem. And everyone will seize his companion's hand,a and his [other] hand will rise up against his companion's hand. Zech 14:12, 13.

'Fighting against Jerusalem' means doing so against the Church, thus also against the truths and forms of the good of faith which constitute the Church. 'Confusion', it is evident, means dismay to the point of madness. In Moses,

Jehovah your God will deliver upb the nations before you, and will throw them into great confusion until they are destroyed. Deut 7:23.

'Confusion' stands for such dismay.
