The Holy One of Israel means the Lord in his divine human nature, since the angel Gabriel said to Mary, “The Holy One that is born from you will be called the Son of God” (Luke 1:35). As for Jehovah and the Holy One of Israel being one and the same even though they are given different names, this is quite clear from the passages just cited where it says that Jehovah is the Holy One of Israel.
40. The Lord is called the Holy One of Israel. This is apparent from the following:

Even though they are named separately, Jehovah and the Holy One of Israel are one and the same, as can be seen from the passages cited here which say that Jehovah is the Holy One of Israel.
40. 3. THE LORD IS CALLED THE HOLY ONE OF ISRAEL. This is evident from the following passages:

By "the Holy One of Israel" is meant the Lord as to the Divine Human; for the angel Gabriel said to Mary, "That Holy thing which shall be born of thee shall be called the Son of God" (Luke 1:35). That Jehovah and the Holy One of Israel, although distinctively mentioned, are one and the same, is evident from the passages here quoted, in which it is said that Jehovah is that Holy One of Israel.
