That this signifies a representative of the Divine preservation of good and truth forever, from mercy, is evident from the signification of "bearing," or "carrying, upon the two shoulders," as being the Divine preservation of good and truth (see n. 9836); from the signification of "the names of the sons of Israel," as being goods and truths in all their quality (n. 9842); and from the signification of "remembrance," when said of the Lord, as being mercy (of which just above, n. 9849).
