4660. Because they are like this, it could never be otherwise than that they punish one another in the hells and torture one another, for as a result of this they have a fear of hurting others. They cannot be restrained except by fears, nor can fear be aroused otherwise than by punishments.

4660. Being of such a character, it cannot well be otherwise than that they mutually punish each other in the hells, and torture each other; for thus [comes] their fear of injuring [others]. They cannot be restrained save by means of fears; nor can fear be otherwise excited than by punishments.
