311、人类社会需要有两种管理秩序的领域,一种关乎天上的事务,一种关乎世上的事务。对天上事务的管理被称为教会的,对世上事务的管理被称为世俗的。

In human society, there need to be two arenas of governmental order-one that is concerned with heavenly matters, and another that is concerned with worldly matters. The governance concerned with heavenly matters is called "ecclesiastical," and the governance concerned with worldly matters is called "civil. "
