5. There can be no doubt among church people that the Lord is God of heaven, because he himself teaches that everything of the Father's belongs to him (Matthew 11:27, John 16:15; 17:2) and that he has all power in heaven and on earth (Matthew 28:18). It says "in heaven and on earth" because the ruler of heaven rules earth as well, the one actually depending on the other. 1His "ruling heaven and earth" means our accepting from him everything good that is intrinsic to love and everything true that is intrinsic to faith. It therefore means accepting all intelligence and wisdom, and thus all happiness - in short, eternal life.
This too the Lord teaches when he says, "Whoever believes in the Son has eternal life; but whoever does not trust the Son will not see life" (John 3:36). Or again, he says, "I am the resurrection and the life. Whoever believes in me, even though he dies, will be alive, and whoever lives and believes in me will not die to eternity" (John 11:25-26). Or again, "I am the way, the truth, and the life" (John 14:6).
Footnotes:
1. The whole of heaven belongs to the Lord: 2751, 7086. Power in the heavens and on earth belongs to him: 1607, 10089, 10827. Because the Lord governs heaven, he also governs everything that depends on heaven, which means everything in this world: 2026-2027, 4523-4524. Only the Lord has the power to banish the hells, restrain people from evils, and keep them engaged in what is good - the power therefore to save: 10019.

5. Those who are from the Church cannot doubt that the Lord is the God of heaven, for He Himself taught,
That all things of the Father are His. Matthew 11:27, John 16:15; 17:2
And that
All power is given unto Him in heaven and in earth. Matthew 28:18.
He says "in heaven and in earth" because He who rules heaven rules the earth also, for the one depends upon the other. 1To rule heaven and earth means to receive from Him every good pertaining to love and every truth pertaining to faith, thus all intelligence and wisdom and so all happiness, in short, eternal life. This also the Lord taught when He said,
He that believeth on the Son hath everlasting life; but he that believeth not the Son shall not see life. John 3:36.
Again
I am the resurrection and the life; he that believeth in Me, though he die, yet shall he live; and whosoever liveth and believeth in Me shall never die. John 11:25-26.
And again
I am the way, the truth and the life. John 14:6.

1. The entire heaven is the Lord's (Arcana Coelestia 2751, 7086). He has all power in the heavens and on the earths (Arcana Coelestia 1607, 10089, 10827). As the Lord rules heaven He rules also all things that depend thereon, thus all things in the world (Arcana Coelestia 2026-2027, 4523-4524). The Lord alone has power to remove the hells, to withhold from evil and hold in good, and thus to save (Arcana Coelestia 10019).

Alibi,
"Ego sum resurrectio et vita; qui credit in Me, etsi moritur, vivet; omnis qui vivit et credit in Me, non morietur in aeternum," (Johannes 11:25-26). 3
Et alibi,
"Ego sum via, veritas, et vita," (Johannes 14:6).
