309. The Lord has all power in heaven and on earth. The whole heaven is the Lord's (2751, 7086); he has power in the heavens and on earth (1607, 10089, 10827). Because the Lord governs the whole heaven, he also governs everything that depends on it, so he governs everything in this world: 2026, 2027, 4523, 4524. He also governs the hells: 3642. The Lord governs all things from his divinity and through his divine humanity: 8864, 8865. The Lord governs all things in accord with the divine design; the divine design covers things that he wills, things that he can accept, and things that he has to allow: 1755, 2447, 6574, 9940. On the divine design, see 279 above. The Lord governs the outermost elements from the inmost and the inmost elements from the outermost, and this is why he is called the First and the Last: 3702, 6040, 6056. Only the Lord has the power to move the hells away from us, restrain us from evils, and keep us in goodness, and therefore to save us: 10019.
